Citizen’s 5 Point Manifesto for Indian Bureaucracy to Make India an Economic super power.
Indian bureaucracy is the steel frame of Indian top executive. Without this Indian social, political, executive structure will be crumbled. The Indian bureaucracy is a vital link and interface between the Government and the Citizens.
India being a developing country it has to address the problems of the people by taking up many welfare programs, and it is here the role of bureaucracy comes in. Indian bureaucracy thus shoulders a vital responsibility of elimination of poverty and development of this country.
However, the image of Indian bureaucracy tarnished, credibility eroded, and self respect damaged due to their greed and feudal mentality. The God given opportunity of transforming this nation into an economic super power is being abused by them for their selfish ends. The following 5 point manifesto is intended to wake up the Indian bureaucracy for making India an economic super power.
1. Transforming the Least Efficient Bureaucracy to the Most Efficient Bureaucracy.
This is what bureaucracy can do:
It was reported by Hong Kong-based political and economic risk consultancy (PERK) that Indian civil servants are least efficient among 12 Asian counterparts.
Ranking by most efficient to the least efficient economies; Singapore, Hong Kong, Thailand, South Korea, Japan, Malaysia, Taiwan, Vietnam, China, Philippines, Indonesia and India.
Why does the Indian bureaucracy receive such least rank in terms of efficiency? Is the Indian bureaucracy really inefficient? No. In fact, it is highly efficient. However, its efficiency was masked in view of their self-centric attitude rather than society-centric attitude.
This is what bureaucracy can do:
Recruiting process of Indian civil servants is highly evolved over a period of time. Aspirants of civil services undergo a stringent recruitment process. The recruitment process is highly efficient with intent to identify the cream of the talent by filtering lakhs of aspirants.
Civil servants selected through this process are with lots of brains but, minus values and integrity. If they shift their focus from greed to integrity, they can elevate this nation to new heights.
This is what we citizens can do:
Bureaucracy is connected link between the Government and the citizens. However, there are many missing links which we can connect with the Use of science and technology. There is no point in criticizing the bureaucracy, which is functioning under so many constraints. Each one of us can find the gaps and can establish missing links so that delivery mechanism functions, attuning to the needs of people.
2. Changing the Feudal Mentality of Bureaucracy.
This is what bureaucracy doing:
It is unfortunate that the civil servants had forgotten the word “service” from the phrase “civil service” and they feel like a king. The motivation for choosing civil services is for wielding power and authority and to mint money. They are influenced by factors like economic status, caste, religion and sex. They are not approachable and indifferent towards suffering of the people. There is no accountability and transparency for their actions.
This is what bureaucracy can do:
Bureaucrats have to remember that they are chosen by this nation to distribute the fruits of the development to their fellow people and to make this nation a land of opportunity for their fellow people. Their job is to serve and heal the pain of their fellow citizens.
This is what we citizens can do:
We give undue importance to bureaucrats and thereby humbled ourselves. There is nothing wrong giving respect to our civil servants, as long as it is reciprocal. It is our right to get the services from the bureaucracy, and therefore, we have to exercise this right without any fear. In fact, our too much humbleness made them arrogant and tilts the balance of power towards the bureaucracy.
3. Eliminating Corruption from India.
This is what bureaucracy doing:
Rampant Corruption and Black money are a direct result of inefficient execution of laws and abuse of power by the bureaucracy.
The corruption perception index 2008 by transparency International has ranked India as the 74th the most corrupt country, among 180 countries in the world. Indian bureaucrats are known for patronage of the corrupt politicians and greedy businessmen.
The ‘India Corruption Study 2007′, brought out by NGOs Transparency International India (TII) and Centre for Media Studies (CMS), found that about one-third of Below Poverty Line (BPL) households in the country bribed officials to avail a total of 11 services — from police to PDS.
This is what bureaucracy can do:
Indian bureaucracy is a skeleton of Indian social, political and economic structure. Without bureaucracy no activity is possible in India. In the election process, where huge black money generates, bureaucracy plays an entire role of execution. In conceiving developmental projects by the Government the bureaucracy directly involves in its conception and execution. Whatever the activity undertakes by this nation the bureaucracy lays its hands. A committed bureaucracy can only exercise the gigantic powers vested under its disposal to root out the corruption and cleanse the black money from the system.
This is what we citizens can do:
We cannot throw the entire responsibility on the bureaucracy. Any system functions efficiently when it is subjected to checks and balances. In the absence of checks and balances, there is a possibility of an efficient system turning into a rotten system.
The perils of Indifference:
In fact, citizen’s indifference to the suffering of the people and misdeeds of the bureaucracy made the bureaucracy arrogant, insensitive and unresponsive.
What makes a human being inhuman is this indifference. Intellectual Indifference is the friend of the aggressor, as it always benefits the aggressor rather than the victim. We, the so called intellectuals of the society, are indirectly punishing the victims of the society and hampering of the progress of the nation.
Peoples fight against corruption:
Each one of us must feel responsible and do their bit to fight against corruption. J. N. Jayashree is a whistle blower, an ordinary housewife who exposed the rampant corruption in Karnataka state by securing information through Right to information act and created a wiki www.fightcorruption.wikidot.com/ to protect her husband. Many such inspiring stories must come from the responsible citizens.
4. Alter the Negative Image of India to Investor Friendly India.
This is what bureaucracy doing:
The image of the Indian bureaucracy is not at all good in the eyes of international investors.
The report by the US congressional research service (CRS) said that India had tremendous long-term potential for economic growth, but they also think that excessive regulations and bureaucratic hurdles could hinder the realization of that potential.
U.S. Trade Representative's (USTR) 2009 Trade Policy Agenda and 2008 Annual Report said that many challenges to trade and investment in India persists, and there is a need to address such concerns including India's tariff and tax regime, regulatory hurdles.
This is what bureaucracy can do:
India is the world's fastest growing free-market economy and is on the brink of becoming one of the economic superpowers. India could be the third largest economy in the world after China and US.
International investors are gravitating towards India in view of huge demand for the products and services by 1 billion + population. Bureaucracy mindset must change from a regulator to a facilitator. Only by playing a facilitator role, they can enhance the chances of investments. An efficient and investor friendly tax administration could rationalize the complexities and an intricate web of compliance significantly.
This is what we citizens can do:
The main reason many countries out sourcing their work to India is due to the availability of cheap as well as talented workforce. We have to continuously upgrade our skills to meet the requirements of the trade and industry. This will automatically attract huge investments to India.
5. Transforming India from Developing Country to Super Economic Power.
This is what bureaucracy doing:
Inefficiency in Governance is the single biggest road block for economic prosperity. India cannot attain the goal of super economic power without change of mindset of bureaucracy.
This is what bureaucracy can do:
If we can achieve 10 per cent growth in all the sectors in the next 10-15 years, we can become an economic superpower. Committed and efficient bureaucracy can alone harmonize all the resources. It is time for the Indian bureaucracy to prove their efficiency by facilitating achievement of India’s social and economic efficiency.
This is what we citizens can do:
We always tend to glorify already developed countries and belittle our country. Each one of us wishes our country to progress but make no efforts. It is like expecting produce without doing any farming. Now India is considered to be a land of opportunities. With 1 billion plus consumers there is a vast market for products and services. This is an opportunity to young entrepreneurs to develop the enterprises to make India a self sufficient economy.
Reforming Indian bureaucracy is the responsibility of each citizen of India as we are caused of the existing system. Making India an economic super power is therefore, is in our hands. Since potential is there and opportunities are flooding let all of us grab this opportunity to make India an economic super power.
